RENOVATIONS OF LYNCHBURG AND AMHERST BRIDGE
The collection includes contract and specifications for the renovation of the iron bridge
across the James River between Lynchburg (Va.) and Amherst County (Va.)
In 1897, The Lynchburg City Council and the Amherst County Board of Supervisors
determined that repairs for the iron bridge crossing the James River between Lynchburg and
Amherst County. Specifications of materials and workmanship to be used in the renovations were
drawn up by L.P. Rodes, city engineer of the Lynchburg, on 20 March 1897. The contract was
awarded to R.H. Coleman, of Lynchburg, on 19 April 1897, by F.B. Tyler, for the Board of
Supervisors of Amherst County, and James I. Lee, chairman of the Committee on Streets of the
Lynchburg City Council.

ALFRED PERCY (1898-1967)
Alfred PERCY, son of Alfred Boyd PERCY and Elizabeth FAULKNER, was born 22
July 1898, in Lynchburg, Virginia. He was educated at the Augusta Military Academy
and was graduated from the Law School of the University of Virginia in 1924. He
practiced law for a while with his father in Lynchburg. He became interested in writing
as a profession and lived in New York, where he was a writer and an assistant editor for
Street and Smith publications.
On 6 August 1927, Alfred PERCY married Margaret Josephine TRUEHEART,
daughter of Edward G. TRUEHEART and Josephine CRAWFORD, of San Antonio,
Texas.
Alfred PERCY established the Percy Press at his home in Amherst County, Virginia.
He wrote and published many books on historical subjects. His wife, Margaret,
illustrated many of the works. In addition to the historical publications, Percy Press also
produced stationery, Christmas cards, and other informative material.
The writings of Alfred PERCY include: Virginiana in Miniature, Virginia's Unsung
History in the Revolution, The Amherst County Story, Distortions in History, Exploring
the Present and Past Central Blue Ridge, Origin of the Lynch Law, Piedmont
Apocalypse, and Tobacco Rolling Roads to Water Ways. He was co-author and assistant
to the editors of The Saga of a City, a history of the City of Lynchburg, published in 1936
for the sesquicentennial celebration. He also did extensive research on transportation and
was known as an authority on early upland river transportation.
Alfred PERCY also served as president of the Natural Bridge Appalachian Trail Club.
Alfred PERCY died 27 March 1966 in Lynchburg and was buried in the Spring Hill
Cemetery.

The volume consists of a list of all persons in Amherst County, Virginia, who have paid the State
poll tax required for the year 1903, as of 28 May 1904. The election was to be held on 8 November 1904.
The list was prepared by H.C. Joyner, County Treasurer, and filed by W.E. Sandidge, Clerk of the Circuit
Court.
The poll tax list is divided into the four districts of the county, with separate alphabetical listings
for white and colored residents in each district.

WILLIAM SCOTT SMITH
An Amherst County native, Smith later moved to Campbell County and graduated from
Rustburg High School. He earned a bachelor's degree from the University of Virginia and
worked in politics before beginning his career as a community planner. Scott served as
Executive Director of Bedford Main Street, Inc. from 2001- 2006, and in 2006, began working
for the Central Virginia Planning District Commission in several roles, ending as Transportation
Planning Director in 2020.
From 2005 - 2015, he and his wife Emily operated a historical and architectural research
firm (first known as The Antiquaries and then as HistoryTech). Smith served on the Lynchburg
Museum System Board of Directors followed by two terms on the City of Lynchburg Historic
Preservation Commission. He was active in community affairs and worked with the Boy Scouts
of America, Fifth Street Community Development Corporation, Marshall Lodge No. 39, AF &
AM, and St. John's Episcopal Church. With his family, Scott now lives in Columbia, Mo.

WILLIAM ANDERSON BALLOWE (1837-1907) MISCELLANEOUS PAPERS
The collection includes printed summons, issued by the clerk of court or magistrate to
William A. Ballowe, constable, in Amherst County, Virginia. Also included are notes and
accounts of debtors for payment of delinquent accounts and other miscellaneous court documents.
WILLIAM ANDERSON BALLOWE (1837-around 1907)
William Anderson Ballowe, son of Thomas Leonard Ballowe and Anne Anderson, was
born 10 July 1837 in Nelson County, Virginia. He enlisted in Co. C, 34th Virginia Infantry during
the Civil War. He married 14 December 1864 in Amherst County, Emma Fannie Shelton, the
daughter of John Poindexter Shelton and Sarah H.R. Bell. Ballowe was a farmer, a constable for
the Elon district of Amherst, and a Justice of the Peace for Amherst County.
According to the Bedford Bulletin of 17 January 1907, one W.A. Ballowe, of Amherst
County, died in Amherst County “recently.”

The collection includes the daily account record of M. D. RAY & Son, merchants at
Pedlar Mills, Amherst County, Virginia, for the period 1857-1858 and 1898-1900.
MARTIN D. RAY (ca.1831-1910)
Martin D. RAY, son of George W. and Clara RAY, was born September 1831 in
Amherst County, Virginia. He married 29 April 1857 Louisa A. CHILES, daughter of
Toulton and Eurania CHILES, of Bedford County. At the time of his marriage, he was a
miller. He was also a merchant at Pedlar Mills for a number of years. He died 14
November 1910 and was buried in the St. Luke's Episcopal Church cemetery at Pedlar
Mills.

1858, in Amherst County, Virginia. He married 19 June 1895, in Amherst County, Laura
Morton JONES, daughter of John and Jamsie JONES, of Botetourt County, Virginia. He
worked as a merchant at Pedlar Mills for a number of years. He died ca. 1931 and was
buried in the St. Luke's Episcopal Church cemetery at Pedlar Mills.

WAUGH'S FERRY ACCOUNT BOOKS
The collection includes two account books (1848-1849) listing items purchased,
probably from a store at WAUGH's Ferry, rather than accounts of the ferry itself, which
operated on the James River. The ferry operated between Amherst County and Bedford
County, Virginia.

WAUGH'S FERRY
WAUGH's Ferry was established by an Act of the General Assembly of Virginia,
passed on 6 January 1807. The act stated "that [a] public [ferry] shall be constantly kept
at the following [place], and the rates of passing the same as followeth...from the land of
James WAUGH, in the county of Amherst, across Fluvanna [James] River, to the land of
Tamerlane William Whiting DAVIES on the opposite shore in the county of Bedford, the
price for a man six and one quarter cents, and for an horse the same..." According to one
local historian, the "WAUGH's Ferry, east of Snowden, was the most generally used
crossing of the James in the southwestern migrations." There is record of a post office at
WAUGH's Ferry, Bedford County, from 1829 until 1845.
