namely the counties of Amherst and Campbell and the City of Lynchburg. There are notes on

WILLIAM SCOTT SMITH
An Amherst County native, Smith later moved to Campbell County and graduated from
Rustburg High School. He earned a bachelor's degree from the University of Virginia and
worked in politics before beginning his career as a community planner. Scott served as
Executive Director of Bedford Main Street, Inc. from 2001- 2006, and in 2006, began working
for the Central Virginia Planning District Commission in several roles, ending as Transportation
Planning Director in 2020.
From 2005 - 2015, he and his wife Emily operated a historical and architectural research
firm (first known as The Antiquaries and then as HistoryTech). Smith served on the Lynchburg
Museum System Board of Directors followed by two terms on the City of Lynchburg Historic
Preservation Commission. He was active in community affairs and worked with the Boy Scouts
of America, Fifth Street Community Development Corporation, Marshall Lodge No. 39, AF &
AM, and St. John's Episcopal Church. With his family, Scott now lives in Columbia, Mo.

WEATHER MEMORANDUM BOOK, 1860-1862
The volume contains daily observations on the weather made by William Massie at the
Massie plantations, Pharsalia and Level Green, in Nelson County, Va. There are occasional
comments on the political scene during the Civil War (e.g. Apr. 14, 1861: “We hear this
evening of the battle at Fort Sumpter & everything is gloomy & dark & uncertain, except that
war has begun.”) The last pages of the memorandum book are penned by the wife of the
original author. She states that he died July 29, 1862.
WILLIAM MASSIE (1795-1862
William Massie was born 3 March 1795 in Nelson County, Virginia, to Thomas Massie
(1747-1834) and Sarah "Sallie" Cocke Massie (1760-1838). Massie owned two plantations in
Nelson County, Virginia, "Pharsalia" and "Level Green." "Pharsalia" was a gift from his father.
Massie represented Nelson County in the House of Delegates during the 1839-1840 session.
William Massie married first Sarah "Sallie" Steptoe (d. 1828) of Bedford County,
Virginia, 20 October 1814 and they had at least one child. He married second Martha Virginia
Wiatt (1812-1832) 7 May 1829 and they had at least one child. He married third Sarah U. Clark
(d. ca. 1833) 21 May 1833. Massie married fourth Maria Catharine Effinger (1814-1889) of
Rockingham County, Virginia, 17 December 1834, and they had six children.
William Massie died in Nelson County 29 July 1862.

ROSE MILLS ACCOUNT BOOK
The collection includes an account book (1814-1815) for Rose Mills in Nelson
County, Virginia, with names of customers and amount of grain ground.
ROSE MILL (ROSE'S MILL)
ROSE's Mill was known as the Hat Creek mill, when it was constructed ca. 1749 by
Robert ROSE. It was located near the lands of George MONROE, John WILCOX,
Samuel DENNEY, and ROSE's own plantation, Rose Isle. Hat Creek flows into the "Tye
River, near present Roseland in Nelson County, just above the confluence of Tye and
Piney Rivers."
When the parishes of Camden and Amherst were divided in October 1778, ROSE's
Mill was used as a landmark for the setting of the parish boundaries. The mill was "a
stone and timber structure...owned by descendants of the Reverend Mr. Robert ROSE,
who came to Virginia about 1725 and took up great tracts of land."
