The collection includes a letter from WILCOX, Danville, Virginia, 3 December 1866,
to Gen. J. A. GARFIELD, requesting an army commission (includes a recommendation
from Gen. O. BROWN); a printed notice from WILCOX to the people of Sussex County,
Virginia, concerning voter registration, 1867; a commission for WILCOX in the Bureau
of Refugees, Freedmen & Abandoned Lands, 1 January 1868; a petition from tobacco
merchants of Lynchburg, Virginia, in support of WILCOX's position as Collector of
Internal Revenue, n.d. (ca. 1871); a letter from Edgar ALLEN and others, Washington,
D.C., 16 February 1871, supporting WILCOX as an administrator in the Internal Revenue
Department; a printed statement of WILCOX vs. United States in U.S. Court of Claims,
1874; a letter from Ed F. WILCOX, Fellows, California, son of Irving F. WILCOX,
1925, concerning gift of above materials to Jones Memorial Library.

IRVING F. WILCOX (ca.1842-

)

Irving F. WILCOX was born in Ohio, ca. 1842. [1870 Census, Lynchburg, Campbell
County, VA, National Archives and Records Service, M-593, Roll 1638, Household 273,
Family 273.] During the Civil War, he served in the 1st Regiment, Michigan Infantry.
On 5 November 1863, WILCOX, a first lieutenant, was transferred to the Veteran
Reserve Corps. [Official Army Register of the Volunteer Force of the U.S. Army, Part 5 (Rep. ed.:
Gaithersburg, MD: Van Sickle Military Books, 1987), p. 291.] Apparently, he had lost an eye while

On 30 April 1865, Captain Irving F. WILCOX, of Company E, 14th U.S. Veteran
Reserve Corps, was assigned to a provost detatchment in the District of Alexandria,
Department of Virginia. ["Organization of Troops in the Department of Virginia," War of the

Rebellion: A Compilation of the Official Records of the Union and Confederate Armies, Series I, Vol. 46,
Part 3 (Washington: Government Printing Office, 1894), pp. 1033, 1043-1044.]

Captain WILCOX served in the Bureau of Refugees, Freedmen, and Abandoned Lands,
in Danville, Virginia, beginning 8 December 1865. ["Endorsement of Gen. O. Brown," Letter,

On 3 December 1866, WILCOX requested assignment to the regular army. [Letter,
Wilcox to Garfield, Irving F. Wilcox Papers, loc.cit.] After 2 March 1867, he was located in
Sussex County, Virginia, where he was President of the Board of Registration under the
Reconstruction Act. [Printed notice, Irving F. Wilcox Papers, loc.cit.]
On 1 January 1868, I. F. WILCOX, "late Captain V.R.C.," was appointed an officer of
the Bureau of Refugees, Freedmen, and Abandoned Lands, with the "grade of Captain of
Infantry, which work he formerly held." [Commission 1868, Irving F. Wilcox Papers, loc.cit.]
In April 1869, Irving F. WILCOX was appointed Collector of Internal Revenue, 5th
Collection District, Virginia. [Wilcox vs. U.S., Irving F. Wilcox Papers, loc.cit.] By 20 June
1870, he was stationed in Lynchburg and was living in the household of William L.
FERNALL (FERNALD?). [1870 Census, loc.cit.]
The tobacco merchants petitioned to keep Captain WILCOX as Collector of Internal

Revenue for Lynchburg, ca. 1871. In the petition, the merchants commented on his
"faithfulness, efficiency, integrity, and businesslike fitness..." [Petition, Irving F. Wilcox
Papers, loc.cit.] On 10 March 1871, he was removed as Collector of Internal Revenue.

On 24 September 1874, Irving F. WILCOX, of Portage County, Ohio, was claimant in
the U.S. Court of Claims to recover commissions earned while Collector of Internal
Revenue for the Fifth Collection District. [Ibid.]
