LYNCHBURG TAXPAYERS' LEAGUE PAPERS
The collection includes by-laws and objectives of this Lynchburg, Virginia,
organization, as well as miscellaneous papers and newspaper clippings, chiefly dealing
with the League's protest against the annexation of parts of surrounding counties by the
City of Lynchburg. Also included are miscellaneous papers on the Virginia Taxpayers'
League, also headquartered in Lynchburg.
LYNCHBURG TAXPAYERS' LEAGUE
The Lynchburg Taxpayers' League was organized in 1973 in Lynchburg, Virginia.
The stated objectives of the organization were "to safeguard the interests of taxpayer...to
encourage more people to register and vote...to have...member representatives to appear
before Lynchburg City Council and before other governing bodies on all issues
concerning taxpayers' interests." The board of directors included "elected directors" from
the several wards of Lynchburg, as well as appointed directors from the counties of
Amherst, Appomattox, Bedford, and Nelson.
Several issues of concern to the League included lowering real estate taxes, promoting
efficiency and economy in government, promoting referendum on important local issues,
and equity in assessments. The original purpose of the League appears to be the
opposition to the annexation of property in the surrounding counties by the City of
Lynchburg. The League, a non-partisan, non-profit, non-affiliated citizens group, offered
itself as "the voice of the taxpayers" and "the watchdog of the taxpayers' dollar."
VIRGINIA TAXPAYERS' ASSOCIATION
The Virginia Taxpayers' Association was established in 1973 in Lynchburg, Virginia.
Its stated objectives were "to provide real estate tax relief and reform...to restore control
of local school systems to the parents and taxpayers ...to implement the Bill of Rights of
the Virginia Constitution...to stop regional government...to promote economy, efficiency
and fiscal responsibility in government."
