ADDRESS OF THE EXECUTIVE COMMITTEE (1883)
Following Democratic convention in Lynchburg, Va., in July, 1883, the chairman of the
executive committee, John S. Barbour, presented platform of principles, including settlement of
the State debt, encouraging the common school system, lighten the burdens of taxation, and “to
resist all usurpation of power by the few at the expense of the many.”

JOHN STRODE BARBOUR, JR. (1820-1892)
John Strode Barbour, Jr., was born 29 December 1820, in Catalpa, Culpeper County,
Virginia. He was the son of John Strode Barbour and Elizabeth Byrne. A lawyer, politician, and
conservative Democrat, he served in the United States House of Representatives 1881-1886 and
in the United States Senate 1889-1892.
John Strode Barbour, Jr., died May 14, 1892, in Washington, D.C., and was buried at
Poplar Hill, Prince Georges County, Maryland.
