ARTICLES OF SUBMISSION
On Jan. 1, 1876, an agreement was reached between the City of Lynchburg and city bond
holders for bonds issued in 1864. A committee consisting of Jubal A. Early, Thomas S. Bocock,
and Charles M. Blackford was appointed to recommend a basis and plan of settlement by
arbitration “of all matters in dispute,” as to the liability of the city regarding the bonds. The
committee reported on Nov. 19, 1875 that a board of arbitration be constituted to “determine what
is just, right and equitable between the city and these bondholders.”
