LYNCHBURG PUBLIC LIBRARY CHARTER
The charter for the Lynchburg Public Library was received and entered into record in
charter book No. 2, Lynchburg (Va.) Circuit Court, on Feb. 16, 1897, by S.G. Wingfield, Clerk.
The charter was presented to Judge S.G. Whittle, by Charles M. Blackford, John W. Craddock,
F.S. Kirkpatrick, Anna L. Jones, and A.R. Long.
The purpose for which the corporation, to be known as the Lynchburg Public Library,
was formed for “the establishment and maintenance of a public library in the City of Lynchburg,
which shall be for the use of the white people of the said City.” The corporation had a capital
stock of $500 and the amount of real estate to be held “shall be so much as may be necessary for
the location and construction of a proper building for its purposes,” but not to exceed $500,000.
A board of governors of thirty members was to establish “by-laws, rules and regulations and [a]
system of management as it may deem best for the interests of the institution.”
